With reference to your letter 6-19804 of November

ist, I am directed by Secretary Sir Austen Chamberlain

to transmit herewith, for Mr. Amery's confidential

information, three copies of the Report of the Advisory

Committee appointed under the China Indemnity (Application)

Act,

1925.

From this Report, which has ben approved by Sir Austen

Chamberlain, it will be seen that the decision regarding the

investment of a part of the funds in the completion of the

Canton-Hankow Railway is referred to a Board of Trustees

which is to be established in China, and no decision in

the matter will be taken here.

Further legislation will be required for the establishment

of the Board of Trustees, and it is hoped that a Bill for

this purpose will be introduced early in the coming session.

4. The Advisory Committee's Report will be published

shortly; in the meanwhile it should be regarded as

confidential, but there is no objection to a copy being

sent to the Governor of Hong Kong.
